FOREST PARK, Ill. (AP) — A man suspected of killing four people aboard a Chicago-area transit train shot them at close range while they were asleep, officials said Tuesday.

The shooting took place before 5:30 a.m. Monday aboard the Chicago area’s L system, on a Blue Line train that was moving near where the line ends in Forest Park, a suburb about 10 miles (16 kilometers) west of downtown Chicago. Rhanni S. Davis, 30, was later arrested on another Chicago Transit Authority L line, according to police. Authorities charged Davis with four counts of first-degree murder Tuesday.

Forest Park Mayor Rory Hoskins said the victims likely didn’t even see the shooter.

“They were shot execution-style as they slept,” Hoskins told The Associated Press.

Margaret Miller, 64, and three men including Simeon Bihesi, 28, and Adrian Collins, 60, were fatally shot, according to the Cook County medical examiner’s office. All of their addresses were listed as unknown. Police said they were still working to notify relatives of the fourth person killed, so his name has not yet been released.

Preliminary investigation shows the victims were on two different cars as the Blue Line train was headed toward Forest Park, police said. The Blue Line runs 24 hours and stretches from that suburb through downtown Chicago to O’Hare International Airport. It runs both below and above ground.

The suspected shooter fled. But police found and arrested Davis thanks to video footage from the train, Hoskins said.

Public records did not have a listed phone number for Davis. A message sent Tuesday to a listed email was not immediately returned. Forest Park police and the Cook County state’s attorney’s office did not immediately respond to messages about Davis’ legal representation. The Cook County public defender’s office said it wasn’t representing him.

Davis is scheduled to appear in court at noon on Wednesday, according to Cook County State’s Attorney Kim Foxx, who spoke Tuesday evening during a media briefing in Forest Park. She called the shootings a “horrific, heinous and inexplicable act of violence” and said more details would come out during the court hearing.

Investigators haven’t determined a motive, police said at the briefing.

CTA officials said they were assisting in the investigation and that security footage “proved to be vital.”

“Although this matter remains under investigation, all current information points this being an isolated incident,” CTA President Dorval Carter Jr. said in a statement.

Forest Park police are used to calls to the busy transit stops there, Hoskins said. The CTA’s Green Line also ends in Forest Park and runs nearly 24 hours a day.

Over the years, nonprofit organizations have also used the transportation hubs for outreach and providing medical care and other services to homeless people who seek refuge aboard the trains, particularly in winter.

But the mass shooting in the community of 14,000 people has sparked new fears. Hoskins, whose position as mayor is part time, said he couldn’t recall a homicide being reported in Forest Park in years.

His teenage son takes the L to school and he watched a little closer than usual at Tuesday morning’s drop off.

“People are rattled,” he said. “We want to make them feel safe.”

EVANSTON, Ill. -- When staff at an Evanston-based shelter learned of Monday's Blue Line shooting, they were horrified - not only by the brutality of the attack but that one of the victims was a former resident who they thought was in housing.

Margaret Miller Johnson, 64, was one of four people fatally shot early Monday on the CTA Blue Line. Three of the victims were sleeping on the train.

ABC7 Chicago is now streaming 24/7. Click here to watch
"One of the unknowns for us right now is why was Margaret on that train," Connections for the Homeless CEO Betty Bogg told the Sun-Times. "We kept in touch with her. She had not indicated to us that she was unhoused."

"People keep asking me if I'm OK ... nobody's really OK," Bogg added.

Connections started 40 years ago in a church basement as an overnight shelter. It has since expanded to offer a range of shelter and housing services, along with eviction prevention and rental assistance.

Bogg met Johnson and her husband Nick around 2019 when they first came to Connections. At the time the couple was living out of their truck and needed a more permanent housing solution.

"There's people that are just a delight to work with and Margaret was one of those people," Bogg said.

When the COVID-19 pandemic began, Connections opened a hotel-based shelter. Bogg walked out of the hotel one day and spotted the Johnsons.

"I went over to them, and was like, 'Tell me you're staying here,'" Bogg recalled with excitement. "And they were, and it was so great. It was just such an illustration on of ... when we devote the correct resources to a problem."

Through pandemic relief funding, the couple secured housing in Des Plaines in December of 2020. By 2022, the apartment was converted to a Housing Authority of Cook County unit and the couple stayed through a housing voucher.

Unfortunately, Johnson's husband died that same year. She returned to Connections for a memorial and kept in contact with staff. As far as everyone knew, she hadn't lost her home.

"People feel the stigma and shame that gets heaped on them when they become unhoused, and it makes it hard for them to ask for help," Bogg said. "Margaret might just not have been able to do that right then."

Johnson's death weighs heavily on those who worked with her and others like her.

The unfortunate reality is tragedies are common in their work, Bogg said, and they have lost many participants to chronic illness, suicide or overdose.

"This is a horrible loss, but this is the loss that we see every day in our work," Bogg said.

Connections also engages in policy work at the state and local levels, fighting for greater access to affordable housing.

"We also are an organization that understands that these solutions that we're providing would be much less necessary if we were able to change the policies that make them more likely in the first place," Bogg said.

While the organization does not know what led to Johnson or others sleeping on that train Monday, they do know transit is often the only "safe" option for those who are unhoused and that "our society can and should do better."

"These are human beings, and they're part of a series of system failures," Bogg said. "The education system fails people, the criminal justice system fails people, the health care system fails people, and the housing system fails people."

Simeon Bihesi, 29, was shot multiple times. His father described him as selfless.

"My son was a very good person. He was a very good child, very obedient, very helpful," said Leonard Nyamusevya. "He wanted to help people badly."

Before his death, Bihesi was a Lance Corporal in the U.S. Marines, serving from 2016 to 2022. But his father in Ohio said his son became unhoused after suffering from depression.

"I was planning to take him from Chicago to bring him back to Columbus and get him organized," he said.

Adrian Collins, 60, was also killed in the attack.

And, on Friday, Forest Park police identified Sean Jones, 52, of Chicago as the fourth victim.

CHICAGO (WLS) -- Chicago faith and community leaders are demanding justice in the death of a beloved Lawndale great-grandmother, grandmother and mother.

Ondrea Monique King was shot and killed last weekend on the city's Southwest Side.

ABC7 Chicago is now streaming 24/7. Click here to watch
"She was an awesome little lady. All she ever did was smile and laugh," said Unseld Parks, Monique's brother.

Monique would have been donning Chicago Bears gear, elated over her favorite team's first win of the season on Sunday. But instead of celebrating, her family is deep in mourning.

"My heart is heavy. I'm asking whoever did this to my jewel, please turn yourself, here, right now. I'm hurting," said Shirley Parks, Monique's mother.

The 58-year-old died last Saturday. Chicago police said she was shot and killed in the 3800-block of West Ogden while at a gathering in Little Village.

"Senseless. That's the only thing comes to my mind. Senseless. Senseless," said Christopher King, Monique's mother.

Monique's brother said he was standing outside the car she was sitting in when, investigators say, multiple gunshots were fired from alley. One the bullets hit Monique in the neck.

"For the ones who responsible, Man, y'all don't know what y'all took. You have no idea what you took," he said.

Her family says they want Monique remembered not for her last moments, but for her strong faith, the life she lived and love she gave to others.

"I don't know how I'm gonna get through this, because she was my best friend since I was 2 years old," Unseld said.

Those who loved Monique most were both heartbroken and outraged as they gathered on the block where she lived to demand answers and justice.

"She was a person who love people and who loved God," said The Leaders Network Founder Rev. Ira Acree. "To meet her, to know her was to love her."

On Sunday night, faith leaders joined together to offer a $5,000 reward for information that could lead to an arrest in her murder.

"If you saw something, if you hear anything, we all have a responsibility to say something," said Harmony Community Church Pastor James Brooks.

They are hoping someone knows something that could bring this family peace before they lay Monique to rest.

One mother says she has been a Concealed-Cary License holder for years, but never had to fire her gun until, she said, danger came through her daughter's bedroom window on Saturday night.

Even if their broken outside windscreen is fixed, the trauma for one family has already seeped inside of their South Shore apartment.

"That motherly instincts kick in, so as soon as something happens, it's like fight or flight," the mother said.

The mother, who asked ABC7 to conceal her and her family's identities, said it happened before 11 p.m.

That is when her 18-year-old daughter had just returned to her bedroom after bathing.

"So, I put the towel on, and I run out my room and I ran right there. I'm like, 'Yo, somebody's trying to come through my window.' So, my mom immediately acted on it," the daughter said.

"He was, like, hanging on her window. I just told him that, 'I have a gun. I'm going to shoot.' And he just didn't stop. I fired a warning shot. I didn't even know that he got hit," the mother said.

That is, until police arrived on East 69th near Oglesby, where they found the 36-year-old suspect shot in the leg. He was taken to the hospital in fair condition.

His life was spared but now, he is armed with what the family hopes is a hard-learned lesson.

"Next time you think about coming through somebody's window, you just remember how that bullet felt," the daughter said.

The mother also hopes to move soon especially since, she said, police confiscated her gun.

Charges are pending against the suspect on Sunday night.

Last weekend, At least 31 shot, 5 fatally, in Labor Day weekend gun violence across Chicago, police said.

(CNN) — The Chicago man who was charged with murder in the fatal shootings of four Chicago train riders earlier this week was ordered held without bond at his first court appearance Wednesday.

Rhanni S. Davis, 30, was charged Tuesday with four counts of first-degree murder, the Forest Park Police Department said in a news release.

He appeared in a Maywood court Wednesday wearing a tan Cook County jumpsuit with shackles around his hands and ankles.

Prosecutors told the court evidence will show Davis shot one victim twice in the head and back, shot a second person in the side of the face and the arm and then shot a third victim in the back of the head. Davis moved to the next train car and approached the fourth victim from behind. The victim raised his hands in a defensive posture before Davis fired, prosecutors said.

Prosecutors told the court Davis has a history of criminal activity, including a disorderly conduct offense in 2020, and two other prior arrests that were both dismissed. Davis’ attorney, Robert Fox, told the court he had a Firearm Owner’s Identification card, training in security and home health care, and no prior convictions. Davis recently worked at a local Taco Bell, the attorney added.

Cook County Circuit Court Judge Elizabeth Ciaccia-Lezza said the facts alleged by the state were “absolutely horrific and appalling.”

“This defendant defines violent,” Ciaccia-Lezza said. “The public would not be safe with any amount of movement by this defendant.”

Davis is due back in court on September 27.

The court hearing came two days after the mass shooting early Monday morning targeted four people who appeared to be sleeping on the train. Davis was detained about 90 minutes after the shooting was reported around 5:30 a.m. on the Blue Line train heading to the Forest Park suburb west of downtown.

The attack raised further concerns about the safety of public transit systems in American cities like Chicago and New York. Ridership levels plunged during the Covid pandemic and have had a muted recovery since, in part due to perceptions of disorder and crime.

Still, police emphasized Tuesday they believe this was an isolated and random attack. There is no identified motive at this time, Forest Park Police Department Det. Lt. Dan Pater said during the news conference.

“Allegedly, this man came onto a train while people were sleeping
and pumped bullets into their bodies,” Cook County State’s Attorney Kim Foxx said Tuesday. “We want answers. Right now, we don’t have an answer as to why anyone would engage in such a heinous, heinous act. But as it stands
we have enough for the purposes of charging first-degree murder.”

Police release surveillance video of suspect
The early morning shooting happened in two train cars, where three victims were shot in one car and the fourth in another, with a total of six rounds, police said.

Surveillance video was instrumental in identifying the suspect, police said.

Forest Park police released two surveillance videos Wednesday showing Davis casually walking in a train station.

The first video, from 5:04 a.m. CT Monday, shows a Blue Line train arriving at the Harlem station when a man in a gray outfit jumps out of the moving train, falls onto the platform, and then gets up and hustles away. After the train comes to a full stop, a person wearing a black shirt, black ski mask and black backpack then walks in the same direction.

The second video, taken at about 5:06 a.m. CT, shows the same man in the ski mask casually walking out of a train station.

Three of the victims were identified as 60-year-old Adrian Collins, 28-year-old Simeon Bihesi and 64-year-old Margaret A. Miller, the Cook County Medical Examiner’s office told CNN on Tuesday. The other victim was a man in his 50s, but no additional identifying information was available as police said they are still trying to reach the man’s family.

Police recovered a Glock 43 9mm pistol they confirmed Tuesday was the weapon used in the shooting.

CTA’s Blue Line spans 27 miles between O’Hare International Airport and Forest Park, passing through or near dozens of neighborhoods and downtown Chicago. Service on the line resumed Monday evening.

The victims may have been homeless, Forest Park Deputy Chief Chris Chin told CNN Monday, but Pater indicated Tuesday they “don’t have any information that proves or disproves otherwise.”

“Although this was an isolated incident, this heinous and egregious act of violence should never have occurred, nonetheless on a public transit train,” the transit authority said in a statement.

“This obviously is shocking, you know, it is uncommon to have a mass shooting like this,” said Chin. “This is an isolated incident, so it can happen anywhere. Obviously, there’s a little bit more concern because it is on a mass transit system,” he added. “For people to feel unsafe, it’s justified.”

CNN and the Gun Violence Archive define a mass shooting as a shooting that injured or killed four or more people, not including the shooter.

Forest Park Mayor Rory Hoskins said the shooting is an “outlier” for the city.

Hours after the shooting, another passenger was seriously injured in a stabbing on the Red Line, Chicago police said in a statement. The incident began as a verbal altercation between a 37-year-old victim and an unknown man, who at some point took out a “sharp object” and repeatedly stabbed the victim, police said.

“The victim fled from the train at the Wilson Red Line station, and relocated, on foot, to the 4700 block of N. Broadway. The victim was then transported to Illinois Masonic Hospital initially listed in critical condition,” police told CNN.

A suspect in the stabbing has yet to be found and detectives are investigating.

CHICAGO — The convicted sex offender accused of violently attacking two women on the DePaul University campus in 2023 was given an 11-year sentence on Thursday. Frank Redd, a 28-year-old Wisconsin man convicted of sexual assault in 2016, tried to drag one victim into a DePaul restroom and choked the other until she felt she was going to die, prosecutors said.

Court records show he pleaded guilty to kidnapping and unlawful vehicular invasion yesterday after cutting a deal with prosecutors. Judge Shelley Sutker-Dermer sentenced him to eleven years for the vehicular invasion charge and a concurrent seven years for kidnapping.

The crime spree began on DePaul’s Lincoln Park campus around 3:45 p.m. on April 13, 2023, when a 28-year-old woman asked Redd for help finding a classroom in the Schmitt Academic Center, 2320 North Kenmore.

Redd agreed to take her to the room, but the woman realized that he didn’t know where he was going, so she thanked him and turned to walk away, prosecutors said. As the woman turned, Redd grabbed her from behind, covering her nose and mouth with one hand and wrapping his other arm around her chest so she could not escape, according to the allegations.

Claiming to have a knife and threatening to hurt the woman if she screamed, Redd allegedly dragged her toward a nearby restroom. The victim managed to grab a wall so Redd could not get her into the restroom, then dropped to the floor, breaking Redd’s grip. Redd ran away as the woman screamed for help.

About 15 minutes later, a 22-year-old DePaul student struck another car as she tried to park in a school parking garage in the 2300 block of North Sheffield. She stepped out to inspect the damage and encountered Redd, who offered to help her dislodge her car from the other vehicle, prosecutors claimed.

Redd allegedly climbed into the woman’s car, put both hands around her neck, and squeezed until the woman became lightheaded and felt like she was losing consciousness. She later told investigators that she thought she was dying.

He eventually loosened his grip and ran away when she yelled for help, but officials said he left a bookbag in the woman’s car containing his driver’s license and other IDs.

Cops arrested Redd a short time later after another student reported that a man stole her bookbag from a DePaul building in the 2200 block of North Sheffield. Witnesses to the theft directed the police toward Redd.

Redd is a registered sex offender in Wisconsin and Illinois, according to the states’ online records.

Tragedy struck a quiet Chicago street when a young man’s alleged act of violence ended the life of a 41-year-old male. As reported on the Chicago Police Department's website, Kevin Garrett, an 18-year-old from the 8200 block of S. Elizabeth St. in Chicago, has been charged with first-degree murder for the fatal shooting that occurred at the same address on the afternoon of March 30, 2024.

The fatal incident, which happened at approximately 12:20 p.m., immediately prompted an intense investigation leading to Garrett's arrest in the 4600 block of N. Marine Dr., on March 31. According to the Chicago police, Garrett was pinpointed as the individual responsible for pulling the trigger that fateful day. The details surrounding the motive, or what precipitated the altercation, have not been released to the public, giving rise to community speculation and unease.

Garrett is now facing a serious charge that could determine the course of his entire future. A detention hearing has been scheduled at the court located at 2600 S. California on April 2, 2024. The hearing will likely shed more light on the circumstances of the case, as well as what potential penalties Garrett may face if found guilty. Legal experts anticipate a strenuous court battle, considering the gravity of the charge.

The community has responded with a mix of grief and outrage. Residents of the 8200 block of S. Elizabeth St. are grappling with the reality of such violence erupting in their midst. Meanwhile, relatives and friends of the victim are left to mourn in the wake of a sudden and heartbreaking loss, their demand for justice is as loud as their sorrow is deep. As the case evolves, all eyes are on the upcoming legal proceedings, which are expected to not just adjudicate the fate of Kevin Garrett, but also to reveal the profound, unhealed fractures within a community in mourning.

Even if their broken outside windscreen is fixed, the trauma for one family has already seeped inside of their South Shore apartment.

ABC7 Chicago is now streaming 24/7. Click here to watch

"Try not to be out here committing crimes, especially trying to come into somebody's house, because you never know what's on the other side of that window," the mother said.

Charges are pending against the suspect on Sunday night.

CHICAGO — A man was shot during a fight in Boystown on Sunday morning, less than a block from where another man was stabbed during an altercation last weekend.

Police initially received 911 calls around 4:35 a.m. about a group of people fighting on the street in the 3700 block of North Halsted. Within seconds, an officer in the area reported hearing gunshots, too.

Officers arrived to find a 23-year-old man with gunshot wounds near both of his ankles at 3701 North Halsted. Chicago cops applied a tourniquet to help reduce blood loss while waiting for EMS to arrive and take him to Advocate Illinois Masonic Medical Center. He was in good condition.

Police said he had been in a “verbal altercation” with someone who pulled out a gun and shot him.

On the pavement, next to a crosswalk emblazoned with a rainbow flag design, evidence markers sat beside nine shell casings. Nearby cars sported fresh bullet holes.

CPD did not release a description of the shooter.

Last Sunday morning, a 33-year-old man suffered multiple stab wounds after getting into a fight with another man in the 3600 block of North Halsted. At about 3:50 a.m. on Sunday, September 1, a witness reported that one of the men was chasing the other, heading south on Halsted Street.

Police found the victim on the ground, but the assailant was gone.

This morning’s shooting is the first in Boystown proper since a 27-year-old man was shot outside Roscoe’s Tavern, 3356 North Halsted, on June 13, 2022. Two people were shot by a drive-by gunman in the 900 block of West Grace, just over a block west of Sunday’s shooting, on December 30, 2023.

More recently, two people were shot outside Wrigley Field on May 5. A man faces federal firearm charges in connection with that case.

The city lists seven shooting victims in Lakeview so far this year. However, three of those victims are people who were shot elsewhere and refused to tell police where the shooting occurred after showing up at Advocate Illinois Masonic Medical Center for treatment. As a result, the city lists the hospital as the “location” of the shooting.

Lakeview had six shooting victims at this point last year; 13 as of this date in 2022; and five during the comparable period in 2021.

ROCKFORD, Ill. (WTVO) — Rockford Police arrested Shakeda Barfield, 33, after she allegedly attacked a staff member at Welsh Elementary School on Wednesday over spilled cocaine.

Police said officers were called to Welsh Elementary, at 2100 Huffman Blvd, after the school was placed on lockdown Wednesday due to a “disruptive visitor” who was battering a staff member, around 9:35 a.m.

In the course of the investigation, police learned that during a meeting with Barfield, the staff member saw baggies of cocaine fall from her possession and picked them up.

According to court records, when she became aware that staff intended to call police, Barfield attacked, punched, scratched, and bit the victim.

During the altercation, Barfield allegedly tried to strangle the victim with his own tie.

Police said the staff member suffered multiple injuries and was bleeding when officers arrived. An ambulance was called to the scene, dispatch records show, but authorities said the injuries were considered non-life threatening.

Barfield was charged with Aggravated Battery/Strangulation, Aggravated Battery to a School Employee, Possession of a Controlled Substance, Possession with Intent to Deliver a Controlled Substance, and Disorderly Conduct.

She was transported to the Winnebago County Jail.

Classes continued after the lockdown was lifted.
