As president, John Kerry will offer a reform bill in his first 100 days that
allows immigrants to earn legalization, encourages family
reunification,Under the Kerry-Edwards approach, undocumented workers who
have lived and worked here for 5 years, who pay taxes, and who are
successfully screened for security purposes will have a path to citizenship.

Reuniting Families. Kerry will eliminate the massive administrative backlog
and delay that has left many families unnecessarily divided for a decade or
more. Our Nation's immigration system must be able to more quickly reunite
husbands with wives, parents with children. Legal permanent residents
seeking to reunify with spouses and children must be provided a fair and
efficient process to do so, and let them in.
Visa Program with Worker Protections. Kerry will establish a secure channel
for a limited number of temporary workers to come into the United States. To
protect all working people in the United States, Kerry will ensure that
these temporary workers have the protections of U.S. employment and labor
laws, including fair wage protections. These protections must be rigorously
enforced.
John Kerry called into the United Farm Workers annual conference being held
in Fresno, California, and restated his commitment to sign the AgJobs and
DREAM Act bills pending in Congress and to introduce comprehensive
immigration reform within his first 100 days as President.
The AgJobs bill is bipartisan legislation that will secure the rights and
futures for hard working, honorable agricultural workers and will secure a
legal labor force for America's farmers. The Dream Act would make higher
education a reality for tens of thousands of immigrant students, opening the
doors of opportunity to them.
"As president, I would immediately sign the AgJobs and DREAM Act bills,"
said Kerry. "More importantly, I will also do what this administration has
failed to do in its nearly four years in office: I will address the issue
of the millions of undocumented immigrants who labor, often abused, in the
shadows of our country."
John Kerry is committed to offer a comprehensive immigration reform bill
within the first 100 days of a Kerry-Edwards administration. This proposal
would allow immigrants to earn legalization, encourage family reunification
and strengthen border protections. Kerry's plan will include a visa worker
program that will provide real labor protections to our nation's entire
labor force, unlike President Bush's proposal, which creates a permanent
underclass.
"By reforming our immigration laws, creating and keeping jobs in America,
making health care more accessible and providing a path to higher education,
we will honor America's promise," said Kerry.

He also unveiled plans to send a comprehensive immigration reform bill to
Congress in his first hundred days as President, to ensure that good people
who are undocumented but are living here, working hard, and paying taxes
have a path to equal citizenship in the American community
"Hundreds of people seeking only a better life for their children die
terrible deaths in the desert, often at the hands of cruel smugglers," said
Kerry. "Millions live in the shadows of our country, frightened and often
abused. It is time to fulfill the promise of America, so that those who
work hard and take responsibility can build a better life for themselves and
their families."
Kerry's plan will help lift up workers, particularly women and minorities,
and prepare them for the jobs of the future. It includes $10 billion for
states that keep college tuition down, new efforts to encourage 1 million
girls and minorities to pursue science and math, a new initiative to
encourage college completion and new support for worker training.
